roadmap #4 子项:IntentKeywords 曾含单字「改/停」,用户闲聊 「CAM1 曝光改天再看」含「改」+点名即放行 set_camera(改硬件参数并落盘)。 移除单字词,保留双字(修改/停止/停用/确认等);新增 ChattyChitChat_WithSingleCharIntentWord_DoesNotBypass 回归测试。 targets.Count==0 放行规则经核实:危险工具工具层均有空参校验, 放行后会被拒绝,风险闭环,维持现状。 验证:ChatToolSecurityTests 13/13,全量 936 通过+11 跳过+0 失败。
