F2.5 Bulletins and announcements, and ANSRVR groups #193
Description
Spec: to write first (docs/features/F2.5-….md), from the scope row.
- A Bulletins view of received bulletins and announcements (BLN0–9, BLNA–Z) and group bulletins, newest version kept, with aging;
- sending our own bulletins and announcements with their repeat schedule;
- joining and leaving ANSRVR groups, with the group's messages in a conversation.
Gap: G10, delivered in APRS.NET 0.4.0-alpha.2 (APRS-NET/APRS.NET#189, closed; bulletins tracked by MessagingStation). Not blocked.

A conversation per ANSRVR group (behavior 8) is split out to #285 in 0.6.0; it waits on APRS.NET#272. Everything else here is built for 0.5.0: reading in #263, posting and groups in #271.

Done for 0.5.0: reading in #263, posting and ANSRVR groups in #271, ANSRVR's replies in #284. The per-group conversation moved to #285 (0.6.0).
