F1.34 Components and versions in Help › About #351

Scope: the F1.34 row in docs/scope.md (#350). The spec comes first (docs/features/F1.34-….md).

Help › About will list:

• every AprsNet.* package the app uses, with its version;
• the main third-party libraries, with version and licence;
• the OS and runtime the app is running on.

Behaviour:

• On a gateway, About shows both the browser app's components and the gateway engine's.
• The list comes from the resolved package graph, embedded at build time.
• Copy puts the whole list on the clipboard for bug reports.
• A link goes to the full third-party licence notices, including the aprs-deviceid list's CC BY-SA credit (F4.16).

It shares the step that collects package versions with F4.17 (the release SBOM).
