Last part of #314 (F1.41 behavior 5). Stacked on #463.

  • Connection tile note: PacketHistory.SizeProblem() reports the size limit's problem as the last once-a-minute pass found it, without reading the folder. The dashboard is asked for every 10 seconds, so this can't do disk work. Dashboard.History carries the problem.
  • Wording: the tile shows it in the warning colour, in Settings › Data › History's words: "The size limit keeps about 3 days of the 7 asked for…" or "Today's packets alone reached the size limit…".
  • gateway.toml values clamped: [engine.history] values are brought into range (0–30 days, 100–102,400 MB), as Settings would refuse them. A typo in the file can't set a 1 MB limit.
  • Spec: F1.41 now shows every behavior built.

Tests: SizeProblem when today fills the limit and when nothing is wrong; the clamping; the tile's warning shown and cleared.

Release build, all tests and csharpier pass locally.

…it cuts it short

F1.41 behavior 5: the tile notes, in the warning colour, that the size
limit keeps fewer days than asked for, or that today alone filled it,
from the last pass, without reading the folder. The configuration's
history values are brought into range, as Settings would refuse them.
