Fixes #5699. Added a shared safe Rich print helper that falls back to ASCII when legacy Windows cp1252 consoles cannot encode assistant, tool, or multi-message output. Validation: 7 focused tests passed and compileall passed; the full test file has unrelated NO_COLOR-state failures in this environment.
