Bump c_stdlib_version, macos_min_version and MACOSX_DEPLOYMENT_TARGET for osx-arm64 from 12.1 to 13.3, and move CONDA_BUILD_SYSROOT from the 12.1 SDK to the 14.5 SDK. The build SDK and the deployment target are intentionally decoupled: 14.5 is present on the workers and already used in production by qtbase, qtdeclarative and qtsvg, while the run floor stays at 13.3 so the Ventura (13.7.5) workers can still solve test environments. osx-64 is unchanged; the platform was discontinued 2025-08-15.
