[P2-018] Align repository instructions with the delivery model

Summary

Aligns this repository with the parallel delivery model of P2-018: implementation is scheduled as delivery tasks rather than one numbered Current task. Documentation only. No source, dependency, package, workflow or policy-data change, and no pending product work is started.

• AGENTS.md gains a "Delivery model (P2-018)" section:

  • the accepted baseline and where this repository's tasks live;
  • the claim and adoption-slice entry rules;
  • concurrent workers in separate worktrees inside task write scopes;
  • the declared shared-file protocols for this repository;
  • task-ID pull request titles and claim-epoch merges.

  The P2-017 validation rules are unchanged.

Previously blocked

CI initially failed independently of this change: Android lint NewerVersionAvailable (warnings as errors) reported the upstream Compose 1.12.1 release. #12 admitted Compose 1.12.1 under the dependency-admission and resource-provenance policy and is merged; this branch now includes main at 294c67a. The check was not weakened or bypassed.

Validation

• python eng/check_provenance.py --owner Mobile: passed (existing file edited only; inventory unchanged).
• After merging main, python eng/mobile.py check passed locally (dependency policy, provenance, text and whitespace checks).
• CI passed on da7bf12: Build (ubuntu-latest, windows-latest), Verify, CodeQL, dependency review and secret scan.
• No product build or runtime test locally (documentation-only change).
