ntp submit grid #212

Presently ntp submit grid doesnt work.

An error when running the function call() in interpreter.py. Specifically line 288 :

child = subprocess.Popen(cmd_and_args,stdout=subprocess.PIPE, stderr=subprocess.PIPE, **kwargs)

ERROR:
File "/cvmfs/cms.cern.ch/crab3/slc6_amd64_gcc493/external/python/2.7.11-comp/lib/python2.7/subprocess.py", line 1335, in _execute_child
raise child_exception

OSError: [Errno 2] No such file or directory

Looking at posts, I think it has something to do with: 'stdout=subprocess.PIPE, stderr=subprocess.PIPE' creating deadlocks or that the arguments are not given as a list of strings as opposed to just one string.
