Summary

• Root metadata files: README.md, CONTRIBUTING.md, CODE_OF_CONDUCT.md, SECURITY.md, CHANGELOG.md.
• Multi-license layout (Warp-style): LICENSE is now a path → license map; full license texts live alongside (LICENSE-APACHE-2.0, LICENSE-CC-BY-4.0, LICENSE-AGPL-3.0).
• Per-package license audit: every Cargo.toml / pyproject.toml / package.json under core/ now declares license = "Apache-2.0". Two crates were missing the field (core/wren-core-base/Cargo.toml, core/wren-core-base/manifest-macro/Cargo.toml) — added.
