P3 rewrite of /download per the approved draft (draft-p3-download on SAR-6, accepted 2026-09-06 against Brief 03 rev 2 claim ledger).

Three corrections from the prior page

1. "Latest release" link — now points to the releases page (not a tag with no assets). Install instructions link directly to v1.11.1 (the newest release that actually carries a build) and state plainly that releases v1.12.0–v1.13.2 have no build attached yet (release pipeline regression, tracked separately).
2. Asset name pattern — corrected from CodeVetter-<version>-arm64.dmg to CodeVetter_<version>_aarch64.dmg (underscores, aarch64).
