Overview
Right now, RavenDB have problems with --output-path manifest.json --publisher manifest parameter when trying to test ACA deployment. The problem is that environment variables generation doesn't check if TcpEndpoint is allocated before reaching for Port.
Usage example
Discussed internally on RavenDB Community Discord, it may be useful to some of the RavenDB users to deploy temporarly on ACA - e.g. while deploying sample apps.

It requires a change on RavenDB end. No alternatives would make it run.
