💡 What: 404.html 페이지의 외부 링크에 다국어 title (data-i18n-title) 및 aria-describedby 속성을 추가하였습니다.
🎯 Why: index.html에는 외부 링크 접근성 처리가 되어 있었으나, 404.html의 외부 링크에는 누락되어 일관성이 없고 스크린 리더 환경 및 언어 변경 시 문제가 발생할 수 있었습니다.

♿ Accessibility: 모든 외부 링크가 "새 창에서 열림" 텍스트를 참조하게 하여 스크린 리더 사용자의 접근성을 확보하였고, i18n.js와 연동하여 다국어 지원을 완벽히 하였습니다. 또한 tests/test_external_links.py가 404 페이지도 검사하도록 테스트를 보강했습니다.
