docs(adr): cite RFC 5256 for ADR 0003

Docs-only citation fix for Accepted ADR docs/adr/0003-optional-subject-date-policies.md. Status, Decision, Context, and Consequences meaning are unchanged. This PR adds ## References for the RFC 5256 date-normalization and THREAD rules already named in the Decision.

Stack review (2026-09-30): the RFC 5256 APA citation delta remains valid, but PR #48 contains the same ADR-0003 source plus the complete ADR-0001–0008 citation set. This PR remains Draft; do not close it merely as duplicate. Treat #48 as a proposed successor only after its exact diff is verified to carry every citation/locator requirement and it integrates normally. Current CI RED is inherited from protected-main concurrency and is causally owned by prerequisite PR #44.
