Org-wide audit found fuzz.yml lacked paths-ignore, triggering full CI on every docs-only push/PR and contributing to Actions queue congestion across the org. Co-Authored-By: Claude Sonnet 5 <noreply@anthropic.com>

Estimated code review effort: 1 (Trivial) | ~2 minutes Merge Risk: 🔵 Low · up to Docs-only changes are intended to skip fuzzing on both pushes and pull requests. The current behavior is present, but the regression test does not independently protect each trigger or the docs exclusion, leaving bounded CI-configuration drift risk. 🚥 Pre-merge checks | ✅ 5✅ Passed checks (5 passed)

Superseded by #93, which includes the docs-only fuzz filter with the repository-wide concurrency audit. |
What
The non-required fuzz workflow now skips documentation-only push/PR changes using
docs/**plus**.md.The recursive Markdown glob is deliberate. GitHub workflow filters treat
*as not crossing/; the initial*.mdonly covered repository-root Markdown outsidedocs/.**.mdcovers Markdown at any repository depth, matching the stated docs-only optimization.tests/test_ci_path_filter_contract.pyis an executable regression requiring the recursive filter on both push and pull-request triggers and rejecting the root-only pattern. Why
The Hypothesis and bounded Atheris fuzz jobs are useful for code changes but should not consume runner capacity for documentation-only changes. This is a queue-load optimization for an optional local workflow, not a required-gate shortcut.
Safety / acceptance
mainrequired checks remainAPI integration suite,Analyze (python), andAnalyze (actions); none is produced by.github/workflows/fuzz.yml.docs/**and**.mdstill triggers fuzzing.Reference: https://docs.github.com/en/actions/reference/workflows-and-actions/workflow-syntax#filter-pattern-cheat-sheet
