[Good First Issue] Add fw version --check for update notifications #2
Description
Problem
Users have no way to know if a newer version of the framework is available.
Proposed Solution
Add fw version --check that compares the local version against the latest GitHub release tag.
Example output:
Agentic Engineering Framework v1.0.0
Latest: v1.1.0 (update available)
Run: fw update
