- refresh the qualified Homebrew dependency snapshot
- model Homebrew packages as exact Spack externals
- select Apple ar and ranlib for macOS builds
- keep Homebrew binutils as a run-only addr2line dependency
- add validation and documentation for the Homebrew boundary
