fix(dashboard): scope delayed mutations to owner

Summary

• keep delayed dashboard saves from replacing a newly selected dashboard
• capture chart-deletion ownership before awaiting the delete request
• update the original dashboard/list without mutating the active dashboard
• keep stale saves from closing another dashboard's settings

• red test reproduced delayed A mutation overwriting active B and deleting from B
• dashboard mutation ownership tests: passed
• full Community prebuild suite: passed
• targeted ESLint and diff checks: passed
• Playwright: delayed A title save completed after selecting B; B stayed active while A's list title updated
