On Win11 Windows can not longer be terminated by Alt+F4, because SystemTrayMenu catches the keys. If SystemTrayMenu is uninstalled or closed, everything works fine.
but when systemtraymenu is in focus we catch alt + f4
but we not catch it when not in focus.
maybe can you make a video so that we can see the behavior on your side.
or when possible can you try with visual studio 2022 in debug and check if it still happens and if it changes something if you comment out the 3 lines of the screenshot?

i can not reproduce any catching of alt + f4 from systemtraymenu. see my try here
