`To` and `From` method parameters should be DateOnly

Similar to #487.

There are several method that accept parameters To and From to describe a date range. These methods currently accept a DateTime which means developers can specify a time in addition to a date but the time portion is completely ignored. A DateOnly would be more appropriate.
