What this PR does / why we need it:

Removes the kubernetes-configuration CRD sync workflow. It writes the CRDs into the kubernetes-configuration-crds sub-chart, which this repository no longer has, and it has never run: its only trigger is a manual dispatch.

kong/gateway-operator, the chart it targeted, has been replaced by kong/kong-operator, which ships the operator CRDs. Nothing is left for this workflow to sync.

Special notes for your reviewer:

The workflow is the only user of the K8S_TEAM_BOT_GH_PAT secret. Delete that secret from the repository settings once this merges, so no run can reference it in between.
