Bugs in kong2tf in certain entities like partials, consumers, etc #2263

1. If partial does not have a name, kong2tf panics
2. mtls_auth_credentials are not handled correctly during conversion - gets left as a field in konnect_gateway_consumer resource which is invalid
3. Custom plugin config is treated as a string - however, it should be a dynamic object.

We should also include kong2tf in our test suites at this point - with kong gateway running in CI
