Additional context
This liberty version includes a fix for a liberty issue with reusing invalid connections. This should let us change numConnectionsPerThreadLocal="0" to 1 or 2 in our datasource config which may improve performance for certain workloads.
Then we should update the performance guide to ensure our recommendations are still what we want.

After bumping the version, Prasanna investigated changing numConnectionsPerThreadLocal to 1 or 2, but we're still seeing the original issue.
We're planning to investigate that further as part of #3941.
