Distance-limited wardriving limits vs flat number. Large regions may need higher limits, but if limit is 10, and all 10 are within 5 miles of each other much greater impact than 10 spaced 30 miles apart. So if someone starts wardriving session in proximity to another wardriver, enforce passive only mode until they get farther apart, or "No more than 3 war drivers per X square mile." If wardrivers come in proximity with each other, one is downgraded to listen-only until distance increases.
