Seed the option handler tests instead of opening Revit samples #107

Description of the new feature / enhancement

The option handler tests run on any Revit installation, whether or not the Revit sample files are present.

The family load option and duplicate type name tests open the models and families of the Revit Samples folder.
An installation without that folder produces no test cases, and the tests pass without checking anything.
The sample content differs between Revit versions, and the same test checks different data on each version.

Scenario when this would be used?

• The family load option tests load a family the test creates itself.
• The duplicate type name tests copy types the test creates itself, into a document holding types of the same name.
• An installation missing the family templates skips the family load option tests with the reason stated.
