feat(web): refine product surfaces and home experience

Summary

• standardize workspace surfaces and shell composition
• add branded application loading state
• refine the authenticated Home surface, responsive shell/sidebar, and user menu
• keep Home server-backed: workspace/docs/boards and workspace creation use existing runtime/query/mutation contracts
• leave Home tasks/activity empty until an authoritative backend contract exists

Validation

• pnpm --filter @notrelix/app-web typecheck
• pnpm --filter @notrelix/app-web lint
• git diff --check -- frontend/

This PR contains frontend changes only. Local .agents, .claude/skills, and docs/workstreams files are not included.
