Add a reactivation path for scraper-deactivated projects.
Project.active_projects filters out inactive projects. After this command calls project.deactivate(), later runs cannot select that project. The successful branch does not restore is_active, so setting the flag there alone is insufficient. Reconcile projects deactivated by this scraper, restore is_active=True after a successful scrape, persist it through Project.bulk_save(), and add a reactivation test.

The scraper previously treated any RequestException (timeouts, connection resets, DNS failures), non-200 responses, and etree.ParserErrors the same as a genuine 404, leaving page_tree as None or attempting to parse error responses. The sync commands then called deactivate() on them without distinction. This introduces an is_request_failed flag on OwaspScraper. The flag is set on transient/unexpected failures (RequestException, non-OK HTTP status, ParserError), while a genuine 404 leaves it False. All three sync commands (projects, chapters, committees) guard deactivate() behind this flag to ensure transient scraper failures do not permanently flag healthy entities as inactive. Tests: - scraper_test: is_request_failed on RequestException, Timeout, ParserError, HTTP 500 - scraper_test: is_request_failed is False on HTTP 404 and HTTP 200 - owasp_scrape_projects_test: deactivate() not called when is_request_failed is True - owasp_scrape_chapters_test: deactivate() not called when is_request_failed is True - owasp_scrape_committees_test: deactivate() not called when is_request_failed is True Fixes OWASP#5618 Signed-off-by: mohitgurav20 <mohitgurav20@gmail.com>

Allow recovered committees to be scraped again.
committee.deactivate() persists is_active=False when the page tree is missing. Committee.active_committees then excludes that committee on later runs. A recovered page cannot reach the success path or Committee.bulk_save, so the committee remains inactive and stale.

Proposed change
Resolves #5618
Problem
During synchronization,
OwaspScraperpreviously treated anyRequestException(timeouts, connection resets, DNS resolution errors) oretree.ParserErrorthe same as an HTTP 404, settingpage_treetoNone. The sync commands (owasp_scrape_projects,owasp_scrape_chapters,owasp_scrape_committees) immediately calleddeactivate()wheneverpage_treewasNone, causing healthy entities (such as OWL) to be permanently marked as inactive whenever owasp.org suffered a temporary glitch. Furthermore, non-200 responses (such as HTTP 500/503) were not flagged as failures.Solution
self.is_request_failedflag onOwaspScraper.is_request_failed = Truewhen catchingRequestException, encountering non-OK HTTP status codes (excluding 404), or catchingetree.ParserError.is_request_failedremainsFalse.projects,chapters,committees) to only call.deactivate()ifnot scraper.is_request_failed.is_request_failedbehavior on connection errors, timeouts, parser errors, HTTP 500, and HTTP 404 inscraper_test.py.deactivate()is bypassed on transient failures across all three commands (projects, chapters, committees).Checklist
