feat(surveys): support survey submission independently of analytics capture #4872
Description
Problem
A visitor may want to submit survey feedback while keeping analytics capture disabled. Built-in surveys currently submit responses through capture(), so analytics opt-out also prevents survey submission.
PR #4833 keeps the built-in UI hidden when responses cannot be captured. Supporting survey submission independently needs a separate design.
Proposed scope
- Define explicit configuration and consent behavior for survey submission independently of analytics capture.
- Allow a deliberate survey submission without enabling unrelated analytics events or session replay.
- Define identity, storage, targeting, and response transport behavior for this mode.
- Cover visitors who have not answered a consent prompt, explicit opt-out, and cookieless modes.
- Preserve existing opt-out behavior by default and document any new mode clearly.
