[Feature]: Flint model on FLM #910

Suggestion Description

Flint is a model targeting laptop devices with 40b-2.5b parameters.
It is fast and efficient. the active 2.5b parameters do the job.

I thought this model can be good for running on XDNA NPUs.
Because I know nothing about the deep world of how npus run such big models, just consider about it.
