…heels (pytorch#201771) ROCm wheels setenv() ROCPROFILER_REGISTER_LIBRARY during GPU init. The child inherits it: test_region_device_time records no kernels, and the test_load_standalone binary aborts before main. Pass an environment rebuilt from os.environ, same as pytorch#197421.
