Update all example bindings and Grid jar to Selenium 4.51.0

- Java, Kotlin, .NET, Ruby and JavaScript examples now use 4.51.0, in
  line with the Python bump in this PR.
- Bump selenium-devtools for Ruby to 0.155.0.
- Replace examples/selenium-server-4.50.0.jar with the 4.51.0 release
  jar and update the references in the Python, Ruby, .NET and
  JavaScript Grid helpers.
- Regenerate Gemfile.lock (bundler 2.5.6) and package-lock.json.

4.51.0 still ships CDP v153, which the examples use, so no CDP code
changes are needed.

Use CDP v155 in the Java and .NET examples

Selenium 4.51.0 ships CDP v153 to v155; move the Java and .NET CDP
examples to the newest one. Only the version in the package names
changes, so no documentation line ranges move.

Run Python examples / tests (ubuntu, nightly) and tests (ubuntu, stable) failed on 3ae6cb5 in tests/actions_api/test_mouse.py::test_move_by_offset_from_element (empty relative-location text after move_to_element_with_offset, still failing after pytest's reruns). Not caused by this PR:

  • No Python code changed since d974a3c, where all 4 Python jobs passed at 00:21 UTC with selenium==4.51.0. The later commits only touch other bindings, the Grid jar name in conftest.py, and CDP versions in Java/.NET; nothing the mouse tests use.
  • The nightly job runs the Selenium nightly build, not this PR's 4.51.0 pin, and fails the same way.

So this looks like a change in the environment (runner Chrome or the hosted mouse_interaction.html page) rather than in this PR. No fix exists yet. I'll re-run the failed jobs once when the run finishes.

Run DotNet examples / tests (ubuntu, nightly) failed on 3ae6cb5 because of this PR: BiDi.CDP.NetworkTest (PerformanceMetrics, SetCookie, WaitForDownload) requested V155.DevToolsSessionDomains, but the runner's Chrome is 153, so the session's domains are V153 and .NET refuses the conversion (.NET needs the CDP version to match the browser exactly).

Fixed in 8d542b6: the Java and .NET CDP examples are back on v153. They can move to v155 once the runner images ship Chrome 155.

This reverts commit 3ae6cb5. The CI runners still ship Chrome 153 and
.NET only accepts the CDP domains that match the browser version, so
the V155 domains failed the .NET CDP tests. Move to v155 once the
runner images ship Chrome 155.
