If an event has already been created when !event Apollo will duplicate the event. If events are similar then it should be up to the user if the event should be skipped or not.

Events similar based on Name, Start time and date?

    Easiest way to deal with this would be to have the discord event ID stored with the website event, so no need for heuristics
