Using command line, any file is opened with an empty layout

What's the issue you encountered?

When any file is opened using command line, an empty "ImHex" window is shown.

Load any file from command line, e.g.:
C:\PRG\ImHex\imhex.exe -o ToggleBoxBug.res

I think the problem is not the layout but the workspace that you seem to be missing.I'll explain why I reached that conclusion.

First I tried this using my local build which is not portable and everything looked fine. Then I tried an old 1.38.0 portable without problems as well. Then I downloaded the 1.38.1 portable and it asked me all the questions because it was a first time run, so I exited imhex and reissued the command and it opened without problems.

Looking closer at both your and my logs it seems that in both cases the layout unlocks fine as imhex is starting. The only difference between our logs are the last three lines

and I noticed that when you use the menu to reset the layout you don't have a workspace defined and there should be a default and a minimal workspaces defined

These are located in the workspaces folder under default.hexws and minimal.hexws so the question is why those files don't exist in your portable folder structure and if they exist why aren't they being loaded. Your 1.38.1 version should have worked just like mine did, so I may be missing something about how workspace load.
