Refreshing TAPR sources requires observing the publisher’s real form controls before selecting download and dictionary links. Add an offline
refresh_tapr formcommand that retains literal controls, labels, source positions and link references alongside provenance. It shares the dictionary command’s protected input capture and bounded report publication; it does not submit forms or infer source semantics.The parser uses an indexed context graph and a node limit to keep nested forms bounded. Failed or oversized reports leave no partial output or processing record. Regression tests cover optional optgroup endings, literal textarea content, source-byte changes, oversized files, symlinks and FIFOs.
Final local checks on Python 3.14.10 and 3.15.2 each passed Ruff, ty, deptry and 1,138 tests, with one optional PostgreSQL test skipped. The exact committed revision received independent adversarial review. Actual source acquisition and source-contract registration remain separate pending steps; no snapshot or production defaults change.
