Summary
Remove the unused evaluator config store from the server, generated clients, and UI API types.

The evaluator config store was not part of the runtime evaluation path and was not wired into the current product flow. Controls already keep evaluator configuration inline, so the extra table and endpoint surface were dead weight.
Validation
make checkran and all relevant tests/linting for this change passed, but the repo still has a pre-existing unrelated mypy failure insdks/python/src/agent_control/integrations/strands/plugin.pyon lines 253 and 361make sdk-ts-lintmake sdk-ts-typecheckmake sdk-ts-testmake sdk-ts-buildmake ui-typecheckNotes
