Adds
.github/workflows/security-pr.yml, which scans the lines a pull requestadds and leaves a comment.
It cannot block your merge. The check stays green whatever it finds — every
scanner runs with failures tolerated, so a false positive costs you a comment,
not a merge.
Only the lines the pull request adds are scanned, not the whole repository.
