SQLValueCheckOperator params incorrect & missing docs

What do you see as an issue?

SQLValueCheckOperator's docstring is missing fields (specifically pass_value & tolerance), a user would need to go into source code to figure out what these params are and how to use operator
(optional) There is no guide for how to use this operator
