Add fab-oauth meta-package extra that installs apache-airflow-providers-fab[oauth] #73544

pip install apache-airflow[fab] installs apache-airflow-providers-fab but not its oauth extra, so enabling AUTH_TYPE = AUTH_OAUTH fails with ModuleNotFoundError: No module named 'authlib'. The provider extra was added in #64457, but the root pyproject.toml doesn't expose it.
Proposal: add a meta-package extra that forwards to it, following the existing amazon-aws-auth → apache-airflow-providers-amazon[python3-saml] pattern (#50449):

]fab-oauth rather than oauth because Airflow 3 has several auth managers (FAB, Keycloak, Amazon) and Keycloak is also OAuth/OIDC; a bare oauth would be ambiguous.
Optionally in the same PR: repoint github-enterprise and google-auth (which currently pin authlib directly) to apache-airflow-providers-fab[oauth], and update the meta-package extras table in airflow-core/docs/extra-packages-ref.rst.
