Async tasks and watcher triggers need awaitable asset state store accessors so API requests do not block their event loop.

task-sdk/tests/task_sdk/execution_time/test_context.pypassed in the cached Python 3.10 CI image with this branch's Task SDK, core, shared libraries, and test utilities mounted.prek run --from-ref upstream/v3-3-test --stage pre-commitpassed, including Task SDK mypy. Manual hooks had no applicable checks.Inherited backend async limitations are tracked in #72129 and #72131, as in the original PR.
