Behavior and complete W77 scope
Adds repeatable populated SQLite/PostgreSQL workload/resource sampling, bounded physical broker/network/storage/process faults with durable recovery and owned-resource cleanup, and six actual provider/version capability profiles. Retains v0.8 identity, transport, authorization and recovery regressions. The existing G2 workflow excludes only the new W77 opt-in family because its dedicated workflow runs every H1/H2 case without skips.
H1 runs four concurrent clients over populated catalog/request/policy/attribution data (1,220 requests / 320 samples per store). H2 exercises actual isolated process kills, cut transport and database contention, retaining original receipts/revisions without duplicate effects. H3 executes Apache 4.3.1/4.2.1/4.1.2/3.9.2, Confluent 8.3.2 and Redpanda 25.3.11, retaining actual versions/image identities, seven capability results, typed create/alter/partition/delete readback and verified cleanup. Original Apache TLS/SASL/ACL matrix remains mandatory. Official Kafka mirrors retain the exact archive SHA512.
Evidence and admission
The same W77 inputs passed in the parallel implementation branch: four H1/H2 cases, all six provider cells. Both stores completed 1,220 reads and 320 samples; all ten runtime cells passed without skips. Historical failures and their fixes remain recorded in the evidence document.
This independent branch compiled the complete Release solution with zero warnings/errors under locked restore and passed all 10 existing TLS tests without skips, plus Bash/PowerShell/Python and staged-diff checks. Exact-head CI, required CODEOWNER review, guarded merge and successful exact-main artifact verification remain admission gates. Prior-branch results are not substituted for this PR's runtime evidence.
The finite profile is not a W82 reference-scale/performance-budget admission or indefinite leak-free/production-SLA claim. Faults are isolated local faults/storage contention; no blanket managed-provider, broker-quorum or destructive-production-chaos claim.
Refs #431; scope #424 / tracker #425. W79 remains in progress in #441; its real AT/manual evidence is not closed by this PR. W78/W80–W82 and separate publication/deployment gates remain fully in scope. No tag, release, publication or deployment.
