Replay the stale PR 2981 fix onto current main. Cursor ACP still reports
fastMode true as the provider default, and model-only picker updates still
drop sticky trait options.

Keep Fast opt-in by injecting an explicit fastMode false into the current
explicit-dispatch path, and preserve sticky options the same way
setModelSelection already does for drafts.
