Bump: 8 files / 9 refs 0.2.45 → 0.2.46 (emrg/__init__.py, pyproject.toml, gui/package.json + package-lock.json ×2, packaging/build-runtime.sh, packaging/make-installer.sh, packaging/make-run-installer.sh, uv.lock) — identical pattern to v0.2.45 (#830). Historical docstring reference in _stop_all.py intentionally untouched.

Verification: test_version_sync 6/6, full suite 928 passed + 1 skipped, import + CLI green. After merge: tag v0.2.46 → Build Release → Windows install verification of stop_all observability output (owner PID/name/cmd/excluded + PYTHONPATH + lock-probe scan count).
