Emulates the internal Catapult ChangelogStep PR validator so it can be exercised on a real GitHub PR.
The validator (
.github/scripts/validate-changelog) is copied verbatim from the Catapult CDK asset (CR-293503083): a PR changingsrc/,cmake/, ortools/scripts/must add a valid.changelog/*.jsonfragment.Expected: this state has a
src/change and no fragment, so the check fails. A follow-up commit adding a fragment turns it green.Do not merge — test harness, delete branch when done.
