Adds openflow, a CLI that gates a coding agent's delivery on TDD evidence.
It meets the inclusion requirements: it has a CLI, it reads and writes code and runs commands on its own, and the project is active.
Why it belongs here: it is the verification half of an agent delivery loop. A red proof has to fail before the change and a green proof has to pass after, both bound to a snapshot of the tree, so a proof recorded after the fact is rejected, and test changes whose assertions are empty or type-only are rejected too. The verdict is an exit code, so it drops into a CI step.
