Use tsup’s exact Node.js engine range for development builds.

tsup@9.0.0 supports ^22.18.0 || ^24.11.0 || >=26.0.0, not every Node.js version newer than 22.18.0. Node.js 23, 24.0–24.10, and 25 are outside that range.
