This fixes the issue with with "'ImportError: cannot import name 'soft_unicode' from 'markupsafe'" on Focal.
There was a breaking change in v46.0.0 leading to `AttributeError: type object 'Distribution' has no attribute no attribute '_finalize_feature_opts'`

Dropping this in favour of pinning charm tools. Pinning versions of charm-tools to 2.x fixes the issue. |
