Garcon CLI callers need a reliable way to discover valid live selections and organize visible delegated chats without consulting provider binaries. This adds table and JSON catalog queries for agents, providers, endpoints, models, permission modes, and reasoning efforts; supports repeatable tags and explicit titles for new or resumed chats; preserves the automatic
clitag and stdout contract; and makes explicit titles win atomically over background title generation.
