Optional ImportGuard host hook missing (MN-REQ-12.11) #49
Description
Gap (model TARGET ↔ as-is code)
Model nests an optional cheap-LLM ImportGuard under path B SessionImportReceive (allow / trim / reject + short reason as ImportGuardDecision atoms). Happy path A (shared session) MUST re-pin_map without ImportGuard. Guard MUST NOT replace schema/caps/id-policy hard gates; host MAY disable.
Code as-is has no ImportGuard module, no decision atom type, and no host opt-in hook before a path B absorb.

Hook only. Leftover cheap-LLM adapter is #63 — 12.11 is not done.
