PinMapIngest leftover: codebase, PCBA .ato, skills still not_implemented #64

Gap

#31 closed after PinMapIngest_Sysml shipped (memnet ingest sysml). That hid the other three engines the model named.

On master, these classes still raise not_implemented (base stub):

• PinMapIngest_Codebase
• PinMapIngest_PcbaAto
• PinMapIngest_SkillsRules

Locator policy (no client NEW for source pins) already exists on the Sysml engine; leftover domains must not be taught as shipped (MN-REQ-12.7 / MN-VER-12-S09).

Target

Implement the three leftover engines with deterministic ids from stable locators (path= / refdes= / skill ids), CLI + MCP, golden tests. Same GQL MERGE commit path as Sysml. Do not mark done with stubs.
