Addresses #191 and cousin #47. tip≠face. inventOnly; implemented=false. SysML + short wire note only — no engine/MCP Python feature code; no SemVer bump.

Agents kept treating LAN cluster routing as a live hop and treating import_slice as a cross-host pipe. This invent names the two moves in one nest so a reader can pin them apart. PR #192 (1f4b3b9 on master) already shipped MemNetLanMcpFront; this PR does not duplicate that nest.

Two moves

Move	Meaning
ClusterRoute (A / MN-REQ-06.9)	Where the session lives. Realised by existing MemNetLanMcpFront. One owner. pin_map / find MUST NOT span backends. Loud incomplete if a backend is down or clipped.
SliceHandCarry (B / MN-REQ-06.10)	Explicit copy of a bounded WorkingMemorySlice into another session. NOT a live hop. NOT import_slice across hosts. Path: export_pin_map or session_save → LAN file copy → dest import / session_load. import_slice only when both sessions are on the same serve.
