Nest NeighbourhoodReserve under SessionLifecycle with llm_id + ttl_s. Ship reserve/extend/release (CLI + MCP), MutateGate lease checks, pin-map ## Reserves display, and expire tests. Update MN-REQ-12.7 / S09 wording. Co-authored-by: chouswei <chouswei@users.noreply.github.com>
